Yeah you definitely shouldn't be doing this. Wait until you're old enough and smart enough to get one legally by yourself so you don't further damage your body. A tattoo done by a home made gun is not going to look as good or last as long as one that's professionally done in a completely sterile environment.
The only way to truly STERILIZE something is by an autoclave machine, which I doubt that you have. Please reconsider.

I'm assuming that you know the risks associated with self tatooing so I'm not going to give you the lecture because it's not answering your question.
I found this from a quick google search
Things you'll need:
* bic pen (this is your tube that houses the needle)
* 4 or 5" section of guitar string ,second one from the smallest. ( this is your needle)
* tooth brush ( this gets bent like a "7" and joins the pen to the motor)
* an eraser from a pencil (this joins the shaft of the motor to the needle/guitar string)
* small battery operated motor (from a "walkman" or a hand held fan)
* some tape (to join everything together)
Putting the pieces together:
1. Take the guitar string and bend a little bit of the end down or up.
2. Take out the ink tube of the pen, and cut it to about a 3 or 4" length, now file down the brass tip of the pen to get the ball out, make the hole big enough to allow passage of the needle.
3. Insert the needle into the pen.
4. Now take the tooth brush and cut off the bristles making it about 4" long. Heat it up in the middle with a lighter and bend it in to a "7" and hold in place untill stiff.
5. Join/tape the pen needle assembly to the tooth brush.
6. Now take the eraser from the pencil and shove it onto the shaft of the motor, try to get it as dead center as possible. Join the pen/needle/tooth brush to the motor/eraser assembly, tape the brush to the motor.
7. Take the bent part of the needle/guitar stirng and stick it into the eraser, IMPORTANT- the needle must be purposely OFF CENTER.
8. Now all that is left to do is find a power source, I used the plug-in adapter frrom a cd player. i guess you could hook up some batteries to a switch and then to the contacts of the motor.

I dont know let me ask my ex husband who was in prison for 10 years. Just kidding why would you want to have a homemade tattoo gun? That can be so dangerous. If tattoos are dont with sanitary pieces you will get Hep C and all kinds of crazy sh*t. Is it really worth it? Just be careful

LEAVE IT TO THE PROS! your wonderful looking tattoo will eventually fade away into a cloud. seen it a million times. tattoo machines are not as simple as people think. neither are tattoo inks. they are designed to stay in the skin without causing an infection and not be dissolved by the body over time. as for the machine, just because it makes a tattoo in the skin does not mean it went deep enough or created enough holes fast enough to make the tattoo stick permanently. and if you are making your machine, who knows what you are doing for needles and tubes. man you are heading for an infection. and a bad one can kill you, quik! search the net. ebay has some decent machines for as low as 30 buks. get some pre sterilized needles and some plastic tubes, inks, ink caps, gloves, single edge razors, some stencil paper, power supply, and for gods sakes be sober when you practice on yourself. THROW AWAY EVERYTHING BUT THE MACHINE THAT WAS USED FOR THE TATTOO. thats why the tubes are plastic. and don't think about cleaning the needles for re-use. they get dull fast and can't really ever be cleaned thoroughly. take some pictures. practice. and who knows you mite get a job at a tattoo shop.
