In jail, they sharpen staples, tape it to a hollow pen, and use that. You should buy a tattoo gun. They are relatively inexpensive.

   You really wouldn't want to make your own tattoo gun as the tip wouldn't get as accurate and plus it is really unsanitary, while some tattoo guns even feature self-cleaning devices.

   First you spend about a $150,000 to get a machine shop then learn how to use all the machines and you can make one..

   If you want any respect amongst tattooist at all, DO NOT call it a tattoo gun. It's a tattoo machine.
